What is the ruling on performing Wudhu with a tattoo?

Question 21 – What is the Islamic ruling for performing Wudhu with a tattoo on the skin?

The Grand Ayatollah Vahid Khoeasani answered: Tattoos are not allowed if they obstruct water in a way that it does not reach the skin. Both Wudhu and Ghusl are invalid with a tattoo on the skin. The tattoo must be removed even if it is difficult to do so. Under all circumstances, it is make up which must not be exposed to a non-Mahram.

Answer: During a Ghusl the short hair, that is considered a part of the body, must be washed. It is not obligatory to wash the long hair. The Ghusl would be correct if water reaches the scalp without immersing the tresses. However, the hair must also be washed if water cannot reach the scalp without wetting it. 
Washing the Pierced Ear Holes
Question 26 – Is it necessary to wash the pierced ear holes during Ghusl?
Answer: The pierced ear hole must be washed if it is large enough for the internal part to become visible. If the hole is not that large it does not have to be washed. If there is confusion about it being large enough to be considered an exposed part, obligatory precaution requires it to be washed. ({^The external body parts must be washed during a Ghusl. For example, the internal parts like the mouth and nose do not need washing. However, if a person is not sure whether a part of her body would be considered external or not, obligatory precaution must be observed and it must be washed.^})
