The Journal of Philosophy, Culture and Religion has published the paper “The Administration of the Prophet Muhammad (PBUH) and its Impact on the Contemporary States” written by Professor Dr Muhammad Ahmed Qadri, Suwaibah Qadri, and Dr Lubna Ahsan in 2016.

According to Shafaqna, this paper underlines some major facts about the administration of the Holy Prophet (PBUH) and its importance at the current time. The Holy Prophet (PBUH) had introduced basic norms of Public Administration and represented an administrative model for the experts of Management Sciences disciplines. He (PBUH) commanded his nation with honor, equality, justice, peace, and respect to humanity. Several western countries have taken these basic principles of governmental rule from the first Islamic Welfare State of Madina and used them. The Holy Prophet performed considerable actions in his administration that are mentioned below:

  1. The Prophet Muhammad (PBUH) removed any kind of administrative mistakes or corruption from the government that can commonly be observed in the current states or administrations. Through enforcing practicable laws of nature with genuine justice and true moderation, the government was converted into an example for the rest of the world.
  2. Having prohibited the ideology of autocracy from the world of faith and action, the Prophet Muhammad (PBUH) declared the government a “grand state” and placed a great deal of simplicity in its nature where kings and their unlimited power were rejected.
  3. The Prophet Muhammad (PBUH) enforced the genuineness of justice; as a result, obtaining justice became inexpensive and easy for all. He followed the Quranic instructions because Allah (SWT) likes justice very much.
  4. The Prophet Muhammad (PBUH) established the states of citizens and imposed suitable taxes. He created an overarching finance management system via establishing specialized positions in the society to guarantee the actual equality within the society.
  5. The acquired wealth by collective efforts was declared the wealth of masses. This was made law for the government wealth, that taxes would be imposed upon the rich and spared for the poor. It means that the political economy was on the basis of economic justice and law of equality. The Holy Prophet (PBUH) practically improved the living quality of the poor class including slaves through spending money upon them so that their respect and honor in the society was not hurt.
  6. The Prophet Muhammad (PBUH) established administrative circles. The Head of the State, the Holy Prophet (PBUH) never considered social influences or blood relationships at the time of appointment of officers. He set an example, a standard to be followed in the future. Contemporary national states adhere to the same criteria of administration as the Holy Prophet (PBUH) has already practiced throughout his period. For such appointments, he used to seek advice from his companions and confirm the character of the officer before declaring appointment or responsibility. The same occurs in the contemporary states and administration.
  7. The Prophet Muhammad (PBUH) announced the Principle of Consultation as per the Quranic order “and make consultation regarding your affairs.” According to him, having regular meetings with the Cabinet of the State (government officials) was the best way of administration. The Holy Prophet (PBUH) equally accepted the advice and suggestions of all members. He received advice from senior members of the society and equally attached great importance to the advice from the youth and women.
  8. The Prophet Muhammad (PBUH) organized the military system and took part in battles and defensive expeditions. Also, he appointed military commanders and set up the ways and rules of humanity during war. These basic principles can be observed in the current international law and also in the municipal laws of various nations. The United Nations has worked on such principles too and declared the same principles at different levels by various notifications concerning respect of humanity or under the charter of human rights.
  9. The Prophet Muhammad (PBUH) wrote letters to the kings, rulers of the states, and the lords in order to invite them to accept Islam. He proved that he was not after any wealth or state power; rather, he wanted to bring people back to the first social contact which was made between God and human beings.
  10. The Holy Prophet (PBUH) mentioned his administrative policy clearly, declaring that “another man’s possessions are banned for a Muslim, just like his blood, property, and respect.” Moreover, the Holy Prophet (PBUH) ensures the following individual freedom rights:
  • Freedom is guaranteed provided that the individual is within the limits of not hurting others. The freedom is guaranteed under the promise that everyone will take part in the society in a way that verifies that the community stays a secure and safe place for everyone.
  • The Prophet Muhammad (PBUH) said that without proper justice, no one is to be taken as a prisoner.
  • The Holy Prophet (PBUH) was concerned about the respect for individuals. He introduced the Theory of Individualism and actually proved it by placing it into practice.
  • The Prophet (PBUH) had policies regarding the freedom of religion for any individual in the society.
  • Equality is the most important phenomena in the promotion of political culture. Every state claims that it brings opportunities of equality and equity to its citizen.
